The Victorian Qualifications Authority (VQA) is the regulatory body for qualifications other than higher education in Victoria and has the aim of reforming the qualifications infrastructure with a view to providing better stepping stones from general education to employment. This paper looks at how the VQA is offering new qualifications initiatives to produce a more flexible and responsive vocational education and training (VET) system. As well, the paper looks at the role of qualifications reform on equity in education by exploring the impact of the development of the Victorian Certificate of Applied Learning (VCAL).
